Ted Lewis is one of the great utility players of the 4Kids era, and he tended to get the characters you remember. In Pokémon he voiced Giovanni, the Team Rocket boss himself, along with Tracey Sketchit and a long list of others across the early seasons.

In Yu-Gi-Oh! he played Bakura and Bandit Keith in the original series, then came back as Jack Atlas in Yu-Gi-Oh! 5D's, which gave him a leading role in a whole new generation of the franchise. He is also King Dedede in Kirby: Right Back at Ya!, a performance that has aged into a permanent internet favorite.
